Government Instructs Sugar Mills to Sell 13 Lakh Tonnes of October Quota Sugar to Control Prices
In an effort to curb rising domestic prices, the Indian government has permitted sugar mills to begin selling their October quota produce immediately, totaling 13 lakh tonnes. The Ministry of Food has also issued an order mandating sugar mills, traders, wholesalers, retailers, including major chains, to disclose their stock positions on a designated portal and update the information every Monday.
Although the October quota for domestic sales will be allotted to each sugar mill by the Food Ministry soon, the first tranche has already been determined based on their previous sales records. The all-India average wholesale price of sugar has reached ₹4,054.69/quintal as of Thursday, registering a 1% increase from the previous month and a 3% increase compared to last year. However, the average retail price was ₹43.73/kg on September 21, ₹43.29/kg a month ago, and ₹42.57/kg a year ago.
The Ministry has assured that India has sufficient stocks of sugar, estimated at 83 lakh tonnes at the end of August, to meet domestic consumption requirements without any shortage during festivals. The initial tranche of the October domestic sales quota has been allowed for immediate sale, while more quotas will be released in due course.
The government's decision to sell the monthly quota within an extended timeframe of 40 days instead of the previous 30 days may lead to mills carefully considering the market conditions and demand before rushing to sell the sugar. Some industry experts believe that the government should have incentivized mills to increase availability by allowing higher sales quotas at a later stage in a reduced window, taking into account market bullishness.
In a proactive move to maintain a balanced and fair sugar market, the Ministry has made it mandatory for traders, wholesalers, retailers, big chain retailers, and processors to disclose their sugar stock positions on a specific portal
( https://esugar.nic.in/ ) immediately and update them every Monday. This step aims to prevent hoarding, speculation, and ensure affordability for consumers. By closely monitoring stock levels and taking prompt action against potential market manipulation, regulatory authorities can maintain stability. The real-time data on sugar stocks will help the government make informed policy decisions and mitigate the impact of rumors concerning rising sugar prices.
The government has warned sugar mills and traders to comply with the monthly domestic quota norms and stated that strict action will be taken against any violations. According to the Indian Sugar Mills Association (ISMA) forecast, sugar production for the 2023-24 season (October-September) is projected to be around 317 lakh tonnes, excluding 45 lakh tonnes diverted for ethanol production. The output for the current season is estimated at 328 lakh tonnes, with 42 lakh tonnes diverted toward ethanol production. The annual demand is expected to be around 275-280 lakh tonnes.
